REACH covers almost all "articles" circulating in the EU. There is no choice of "whether to do it or not," only a difference in "how to fulfill the obligations." The core obligation is: when the content of a substance on the SVHC candidate list in a product exceeds 0.1% (calculated by component), safe use information must be provided to customers, and a notification must be made to ECHA's SCIP database. The SVHC list has exceeded 240 entries and is updated every January and June.
Many companies treat REACH as "doing a one-time test and getting a report," but in reality it is a continuous obligation: list updates, formula changes, and supply chain changes all require reassessment.
