Four Hurdles for Exporting Products Containing Lithium Batteries: UN38.3, IEC 62133, Battery Regulations, Transport Assessment

Published in English.

## Four Documents, Four Purposes | Document | Who Requires It | What It Proves | Typical Lead Time | | --- | --- | --- | --- | | UN38.3 Test Report | Freight forwarders, shipping companies, airlines | Transport safety (8 abuse tests) | 10–15 working days | | IEC 62133 / UL 1642 | Customers, platforms, destination countries | Battery product safety in use | 15–25 working days | | Battery Regulation Compliance (EU 2023/1542) | EU customs, platforms | Labeling, due diligence, recycling responsibility | Alongside CE project | | Transport Assessment Certificate (air/sea) | Airlines, ports | Cargo properties for this shipment | 3–7 working days | The most common mistake is submitting UN38.3 as a "battery certification" to tick the box. UN38.3 only answers "can it be transported," not "is the product safe." ## Gate One: UN38.3 8 test items: Altitude Simulation (T.1), Thermal Cycling (T.2), Vibration (T.3), Shock (T.4), External Short Circuit (T.5), Impact/Crush (T.6), Overcharge (T.7), Forced Discharge (T.8). Two hard requirements: - **Samples must be in mass-production state**; engineering samples are not accepted; - **Prepare enough samples**: typically 20–30 cells and 10–20 battery packs. Last-minute sample preparation is the most common cause of schedule delays. ## Gate Two: IEC 62133 / UL Series The purpose is to prove battery safety under normal use and reasonably foreseeable misuse. The EU follows EN 62133; the US follows UL 1642 (cells) + UL 2054 (battery packs); energy storage systems additionally require UL 1973 and UL 9540. The difficulty at this gate lies in cell sourcing: when certifying a battery pack, the cells themselves must already hold corresponding certifications; otherwise, evaluation cannot proceed. ## Gate Three: EU Battery Regulation (EU) 2023/1542 Core obligations fully apply from August 18, 2025, covering: CE marking, battery labeling (including capacity, chemistry, separate collection symbol), carbon footprint declaration (phased), recycled material content ratios, battery passport (from 2027), producer registration and due diligence. Note that this is a separate obligation from WEEE: selling into several EU countries means completing battery and WEEE registration separately in each country. ## Gate Four: Transport Assessment Certificate Issued per IATA DGR or IMDG Code, certifying that the UN number, packing group, and watt-hour rating of this shipment meet transport requirements. Its relationship with UN38.3 is: UN38.3 is "the battery itself is qualified"; the assessment certificate is "this particular shipment can be transported this way." ## Scheduling Recommendations The correct sequence is: cell selection (confirm existing IEC 62133 / UL 1642) → UN38.3 → battery pack safety certification → destination market compliance → transport assessment. If the finished device is done first and the battery later, you often have to go back and modify the BMS and structure—the highest rework cost.
