FORM M and SC information inconsistent, cargo stuck in Lagos for 21 days

Published in English.

The importer opened FORM M on its own, without cross-checking the declared information against the exporter's declaration.

The product name and HS code on FORM M are inconsistent with the SC application; the bank and customs are passing the blame to each other, and the goods are stuck.

Compare item by item the product name, amount, and code across the four documents—FORM M, invoice, packing list, and SC; have the importer apply to the bank for a FORM M amendment; simultaneously apply to the authorized body for an SC correction so that the two documents remain version-consistent; establish a "four-document cross-check" checklist before certificate issuance.

The amendment and release were completed after 21 days. During this period, port demurrage of about RMB 18,000 was incurred.

SONCAP success or failure lies not in testing but in document consistency. FORM M is controlled by the importer, so it must be actively requested and verified. Making the "four-document cross-check" a fixed shipping inspection item can prevent 90% of such problems.
