Checklist of 12 documents for passing Saudi SABER in one go (with comparison of rejection reasons)

## PC Stage: Establish Product Registration First PC (Product Certificate) is a product-level certificate, registered by model, valid for 1 year. It determines whether each subsequent SC can be generated and is the root of the entire chain. 1. **Test report**: Issued by an ISO/IEC 17025 accredited laboratory, issued within 1 year, covering all items required by Saudi technical regulations. 2. **Product photos**: Front and back of the complete unit, close-up of the nameplate, must match the model in the report. 3. **Nameplate content**: Model, electrical parameters, manufacturer name, country of origin. 4. **Arabic label draft**: Bilingual with English, including product name, model, origin, manufacturer and importer information. 5. **Manufacturer's business license**: Must be within validity period, business scope covering the product. 6. **Trademark proof**: Provide registration certificate for own trademark; OEM requires brand authorization letter. 7. **Importer information**: Commercial registration number of the importer within Saudi Arabia.

## SC Stage: One Certificate per Shipment, Fast but Fragile SC (Shipment Certificate) is issued per shipment, typically 1–3 working days. It is fast, but also most prone to rejection due to document inconsistencies. 8. **Valid PC number**: Confirm within validity period and covering the shipped model. 9. **Commercial invoice**: Product name, model, quantity, amount must fully correspond with PC. 10. **Packing list**: Consistent with invoice, stating package quantity and gross/net weight. 11. **Bill of lading information**: Vessel name, voyage number, port of departure, port of destination. 12. **HS code**: Consistent with Saudi customs tariff; incorrect codes will lead to wrong control determination.

## Rejection Reason Comparison | Rejection Reason | Perceived Proportion | Specific Manifestation | | --- | --- | --- | | Missing test report items | Highest | Missing energy efficiency, missing Arabic label assessment, missing Saudi-specific safety items | | Expired report | High | Over 1 year, or citing abolished standard versions | | Label without Arabic | High | English only or Chinese-English bilingual only | | Model not within PC coverage | Medium | New model using old PC | | Invoice inconsistent with PC information | Medium | Inconsistent product name wording, amount splitting |

## Two Process-Level Recommendations **First, PC should be obtained in advance, not wait for orders.** PC cycle is 5–10 working days, but supplementary testing may drag on for 1–3 weeks. Starting only before container loading puts all risk on delivery deadlines. **Second, PC expiry reminders should be set 45 days in advance.** This is the most common "low-level but expensive" mistake: PC expired for 47 days, 12 containers detained at Dammam Port for 9 days, demurrage charges over 20,000 yuan, while renewal itself only took 4 working days.

## One-Sentence Conclusion SABER's technical difficulty is not high; failures almost always occur at the "documentation and certificates" level. Solidifying the 12-item checklist into a shipping inspection form will significantly improve the pass rate.
