Russian customs rejects EAC certificate for export to Russia, saying the applicant and manufacturer don't match—what's going on?

Published in English.

Conclusion: EAC (Eurasian Economic Union unified certification, where one certificate is valid across member states such as Russia, Belarus, and Kazakhstan) requires that the applicant on the certificate must be a legal entity registered within the union, typically the importer or an in-country representative authorized by the overseas manufacturer; Chinese factories cannot act as the applicant themselves. A mismatch between the applicant and the consignee on the contract or invoice, or missing authorization documents, are high-frequency reasons for customs clearance being questioned. Reference lead time: 20–60 working days; reference cost range: RMB 8,000–40,000. The Shuwang Testing and Certification Platform can assist with clarifying the applicant entity, the authorization chain, and preliminary document review; the certificate is issued by an authorized certification body within the union.

Three self-check points: whether the applicant is a legal entity within the union; whether the authorization letter clearly specifies the model scope and validity period; whether the product model and HS code on the certificate match those on the customs declaration. After issuance, the certificate can be verified in the union's unified registration system; it is recommended to give the certificate number to the customer for pre-verification before shipment. The product also needs to be checked against the applicable scope of TR CU 004/2011 (low-voltage safety) and 020/2011 (electromagnetic compatibility). The official original text shall prevail.
