Груз задержан в Москве — слишком поздно поняли, что отсутствует сертификация EAC? Требование России неизбежно

Anyone doing business with Russia knows that if goods can't clear customs after being shipped over, the problem is almost certainly with EAC certification. The full name of this certification is EAEU EAC Certification, and it is based on TR CU (Customs Union Technical Regulations) and the later TR EAEU (Eurasian Economic Union Technical Regulations). Simply put, it is the unified product access system used by five countries: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. If your product is to enter these five countries, you must prove that it complies with the corresponding technical regulations and affix the EAC mark; otherwise, customs will stop you directly, and you won't even be able to enter the market.

So what products require it? The scope is broader than many people think. Machinery and equipment, low-voltage electrical appliances, electronic products, toys, children's products, food contact materials, personal protective equipment, cosmetics, packaging, furniture, auto parts... it basically covers the bulk of consumer goods and industrial products. The key is to see which TR CU/TR EAEU regulation your product falls under, and different regulations correspond to different forms of certification - some require an EAC Certificate of Conformity, while others only require an EAC Declaration of Conformity. The difference between the two is significant: certificates must be issued by an accredited certification body, require sample testing, and some also require factory audits; declarations are registered by yourself (or through an agent) in the system, but the premise is that the test report must be compliant. Many factories fail precisely because they do not figure out whether they should obtain a certificate or a declaration, use a declaration as a certificate, and end up having their goods returned at the port.

Let me list a few of the most common pitfalls. First, using the wrong regulation. For example, the same electrical appliance may involve both low-voltage safety and electromagnetic compatibility regulations, and missing either one is not acceptable. Second, test reports are not recognized. Russia does not accept CE or CB reports for direct conversion into certification; reports must be issued by laboratories recognized by the union. If you use a domestic third-party report to make do, there is a high probability it will be rejected. Third, applicant qualification. The applicant for an EAC certificate/declaration must be a legal entity within the union. Chinese factories cannot apply directly themselves and must find a Russian importer or authorized agent. The agent's qualifications and the authorization chain must be clarified, otherwise even if the certificate is issued, it is useless. Fourth, labels and instructions. The EAC mark, Russian-language labels, and technical parameter markings must be in the correct format, or they will still be considered non-compliant. Fifth, series products trying to "ride along." Whether goods of different models and from different factories can be included in one certificate depends on the regulation's definition of a "series"; forcing them in will cause more trouble if discovered later.

As for the timeline, it depends on product complexity and the regulation. Generally, for an EAC Declaration of Conformity, if the documents are complete and testing goes smoothly, it can be obtained in two to three weeks; an EAC Certificate of Conformity requires sample testing, commonly taking four to eight weeks for standard products, and may drag on for two to three months if factory audits or complex machinery are involved. Don't believe claims like "certificate in one week"; even if it is really issued, you wouldn't dare use it. My advice is: leave at least a two-month buffer before shipment, first verify the TR CU/TR EAEU regulation corresponding to your product, then confirm whether a certificate or declaration is required, find a reliable applicant within the union, and proceed
