Amazon US Listing Rejected: Rectification Case of Confusing UL Test Report with FCC Certification

A factory in Shenzhen that produces wireless chargers mainly sells on Amazon US. The products have wireless charging functionality and also have a USB-C interface. The factory had previously only obtained FCC SDoC (Supplier's Declaration of Conformity, a self-declaration method of EMC certification), believing it could simultaneously satisfy Amazon's safety requirements.

During Amazon US review, a UL test report (based on the UL 62368-1 standard) was required, but the seller submitted an FCC SDoC report, which was judged as inconsistent documentation, and the listing was taken down. When the factory resubmitted for testing, it was found that the temperature rise test for the wireless charging module did not pass, requiring modification of the circuit design, which lengthened the rectification cycle.

Re-examining Amazon US compliance requirements for consumer electronics: FCC certification addresses electromagnetic compatibility, while UL reports address electrical safety; the two cannot substitute for each other. A partner laboratory (with CNAS/CMA accreditation) was contacted to conduct pre-testing according to the UL 62368-1 standard, and it was found that the temperature rise in the wireless charging coil area exceeded the limit by approximately 8K. The factory was advised to add heat sinks and optimize the coil layout. After the factory modified the design and resubmitted samples, the partner laboratory issued a formal UL test report, while also updating the FCC SDoC documents to ensure the model and hardware version were consistent. The UL report and FCC documents were submitted together for Amazon review, along with product labels and safety warnings in the instruction manual.

On the 12th working day after rectification, Amazon's review approval notice was received, and the listing was restored for sale. The factory subsequently incorporated UL pre-testing into its new product development process to avoid discovering safety issues only before listing.

Amazon US safety review for electronic products typically requires UL or ETL test reports; FCC certification cannot substitute. Sellers should confirm category requirements in advance to avoid confusion. Temperature rise is a common failure item for wireless charging products; it is recommended to conduct pre-testing at the design stage and reserve thermal margins, which can reduce later rectification costs.
