Before the End of the UKCA and CE Parallel Period: Practical Guide for Cross-Border Sellers on Relabeling and Audit Rectification

A Shenzhen Bluetooth earphone seller sells simultaneously through Amazon UK and its own independent website. The product has obtained CE-RED certification, but after Brexit the UK requires the UKCA mark. The seller believed CE was still valid and did not change the mark in time. In September 2026, during a random inspection by UK customs, the seller was required to provide a UKCA Declaration of Conformity, resulting in a shipment worth approximately GBP 80,000 being detained.

The seller mistakenly believed that the UK still accepted the CE mark and had not separately applied for UKCA. The product labels and instructions only bore CE, lacking the UKCA mark and UK Responsible Person information. Amazon UK also received a compliance review notice, requiring submission of UKCA documents, otherwise the listing would be removed.

Engineers from the Shuwang Testing and Certification Platform evaluated the product and confirmed that wireless products must simultaneously meet UKCA electrical safety and electromagnetic compatibility requirements, and require a UK Responsible Person. A partner laboratory was organized to conduct difference testing in accordance with relevant UK regulations, reusing part of the CE test data and supplementing UK-specific requirements (such as plug standards). UKCA technical documentation and a Declaration of Conformity were prepared, signed by the manufacturer, and new labels were designed to include both UKCA and CE marks (if the product is also sold in the EU). UK Responsible Person services were arranged, registration was completed, and the full set of UKCA documents was submitted to customs and Amazon.

The goods were released within 3 working days after the supplementary documents were provided, and the Amazon listing was restored. The seller subsequently completed UKCA relabeling for the entire product line, avoiding potential delisting risks.

The UK market requires separate UKCA certification; the CE mark is no longer accepted, and relabeling and document updates must be planned in advance. For UKCA of wireless products, attention must be paid to UK-specific requirements (such as plugs and frequency bands); difference testing can reuse CE data to reduce costs.
